Independent regulation, one of the main issues treated in the third Regulatory Security Conference that begins today in Marrakech (Morocco)

The chairman of the Safety Nuclear Council (CSN) Josep Maria Serena i Sender, inaugurated this Tuesday in Marrakech (Morocco), together with the chairman of the US regulatory body (NRC) and the general director of the Moroccan Agency for Nuclear and Radiological Safety and Security (AMSSNuR) the third international regulatory security conference.

In his speech, Serena has underlined some of the improvements implemented in the Spanish nuclear security in recent years, such as the creation of a specific security component within the SISC (the Integrated Nuclear Power Plant Supervision System) and the application of a new model of security of nuclear power plants that includes the activation of Guardia Civil response units if necessary.

Meanwhile, the Head of the Security Area of ​​the CSN, Pedro Lardíez, made a presentation within the session dedicated to solid, independent, and sustainable regulatory frameworks, entitled: “The role of the regulator in the coordination of the competent national authorities in security”, in which he stressed out the importance of the responsibility of the State in the implementation of a robust security system and the need for good coordination between the institutions entrusted with these powers.

The purpose of this conference, organized by AMSSNuR, and which will run until Friday 4th, is to strengthen the generation of nuclear security capabilities worldwide and support the implementation of good practices in this field, also providing a dialogue platform, the exchange of experience and to strength relations between homologous regulatory entities competent in security of nuclear and radioactive materials.

The conference will take advantage of the results of the previous editions, held in 2012 (Washington) and 2016 (Madrid) and will address a wide range of relevant issues, such as the importance of having a sustainable and independent regulatory framework for security, the assessment of possible threats, the implementation of the Convention on the Physical Protection of Nuclear Material (CPPNM) and its amendment, the ability to respond to security events or communication with the public and stakeholders of the regulatory bodies.

Additionally, it will be analyzed in a special session what are the current and future challenges that nuclear regulators will face in this matter.

As side events, there will be two thematic presentations that will address, on the one hand, the mechanisms necessary to strengthen security through regional cooperation and, on the other hand, Morocco as a host country, will present its experience in response to radiological emergencies activated as a result of a security event.
