The president of the CSN highlights the importance of communication in the radiological protection system at the sixth international symposium of the International Commission on Radiological Protection

A delegation from the Spanish Nuclear Safety Council, led by its president, Juan Carlos Lentijo, and by the commissioner Pilar Lucio, attends the sixth International Symposium on the Radiological Protection System organised by the International Commission on Radiological Protection (ICRP) held in Vancouver, Canada. In this symposium, Lentijo highlighted the role played by communication and dissemination of information in achieving the objectives of Safety Culture.

During the conference, the transcendental role of the disclosure of the recommendations issued by this Commission has been addressed, since they are the scientific foundation for establishing the regulations and standards of international, national and regional organisations. Lentijo recalled the importance of messages being understandable both for the general public and for professionals. This must be done "without sacrificing rigor and technical precision" highlighted the president of the Spanish regulator. In this sense, Lentijo recognised the initiatives of ICRP to improve communication and participation of stakeholders.

In addition, he highlighted the importance of the involvement of communication professionals in the review process of the radiological protection system for the sake of collaboration and accessibility of content. Lentijo emphasised the contribution of the CSN in the document of the Heads of European Radiological protection Competent Authorities (HERCA) entitled "Reflections on the Revision of the System of Radiological Protection" carried out with the aim of improving communication in this area.

Bilateral meetings

The Spanish delegation held several bilateral meetings with different regulators and international organisations. The meeting with the director general of the Swedish Radiation Safety Authority (SSM) and chair of HERCA, Nina Cromnier, stands out, where the reinforcement of HERCA's communication strategy was highlighted, at the CSN´S proposal, through the creation of a working group to reinforce and activate existing information on social networks about the advances made by regulators in radiological protection.

The responsibles of the Spanish regulator also met with the chairman of the German Commission on Radiological Protection and chair of ICRP, Werner Rühm, and its vice-president, Donald Cool, to explore new avenues of collaboration between the Spanish regulator and the commission, such as the need to reinforce and increase the R&D effort in radiological protection or the proposal to create two new groups; one to analyse and share experiences of the implementation of the radiological protection directive and another to promote cross-inspections between member countries.

The president and the commissioner had a working lunch with the president and CEO of the Canadian Nuclear Safety Commission (CNSC), Rumina Velshi, where they exchanged views on the regulatory processes that both countries are currently working on. They were also able to review the agreements between both regulators; one for technical cooperation and exchange of information on nuclear regulation and the Memorandum of Understanding (MoU) signed in 2020 for regulatory cooperation and exchange of information in the field of Nuclear Safety and Security and Radiological Protection.
