Plan Básico de Emergencia Nuclear
The Basic Nuclear Emergency Plan (PLABEN) is the guide containing the essential standards and criteria for the preparation, effective implementation and maintenance of the effectiveness of the response plans for situations with a serious public risk, catastrophe or calamity that could arise from accidents in nuclear power plants in operation or in shutdown situation, as long as they store spent fuel.
The Basic Nuclear Emergency Plan structures the response to nuclear emergencies on two planning levels:
• On-site nuclear emergency plans, for which the licensee of the nuclear power plant is responsible.
• Off-site nuclear emergency plans, the responsibility for its application lies with the central government together with the rest of the public authorities, as relevant, and the necessary collaboration that must be provided by the licensees of the nuclear power plants.
