Off-site Radiological Emergency Special Plans


The off-site response level is covered by the following plans:

  • The regional special plans, which include the municipal special action plans.
  • The State Plan on Civil Protection against radiological risk.

These special plans do not have a specific area of application around the facility where there are activities with a radiological risk. They are territorial plans with the additional characteristic of containing measures for dealing with the radiological emergencies that may arise in these territories.

They establish four emergency situations which depend on the produced or foreseeable consequences and the level of responsibility involved in the decision-making process. The planning zones and the urgent and long-term protection measures are set in the Basic Directive on Civil Protection Planning against Radiological Risks and are included in the respective regional plans.
