ENSREG Plenary advances in the preparation of the second Topical Peer Review on the safety of nuclear power plants

The Plenary of the European Nuclear Safety Regulators Group (ENSREG) held its forty-third meeting. The technical director for Nuclear Safety, Rafael Cid, has participated in this meeting, held through videoconference.

According to Directive 2014/87/Euratom revising the European framework for nuclear safety, Member States should, every six years, carry out an exercise peer review on a subject that they themselves have to adopt (Topical Peer Review, TPR). The first exercise focused on the aging management of nuclear power plants and the second, which will take place between 2023 and 2024, will focus on fire protection in nuclear facilities.

In this framework, after the usual welcome and introduction by the current president, Marta Žiaková, the participants have begun their work by reviewing the state of development of the Terms of Reference (ToR) and technical specifications for the development of the second peer review.

In this regard, there has been a debate about the need to include, within the organization of the next TPR, the realization of visits to specific facilities in the participating countries as one more element, together with the thematic sessions and the status review sessions of the state of fire protection; as well as the need to increase the number of experts in this last field.

As for the state of development of the technical specifications for fire protection, the work carried out so far has been praised and it has been encouraged to continue in this line to meet the objectives set forth in this peer review.

The meeting has allowed representatives of the nuclear regulatory authorities to also discuss other topics of interest to the association, such as Directive (EU) 2019/1937 of the European Parliament and of the Council, of October 23, 2019, regarding the protection of people who report infringements of Union law.

To end the meeting, it has been agreed between the members of ENSREG to hold the next meeting in November.

ENSREG is a high-level advisory group created in 2007 at the request of the European Commission to raise recommendations to the Council of the European Union and the European Parliament on Nuclear Safety and Nuclear Waste Management. The CSN participates in its meetings as well as in ENSREG working groups dedicated to the areas of Nuclear Safety, Radioactive Waste and Spent Fuel Management, International Cooperation and Communication and Transparency of the regulatory body.
