ENSREG Plenary reviews the bases of the second Topical Peer Review under the Nuclear Safety Directive.

The Plenary of the European Nuclear Safety Regulators Group (ENSREG) held its forty-fourth meeting yesterday. The president of the Spanish Nuclear Safety Council (CSN), Josep Maria Serena i Sender, and the technical director for Nuclear Safety, Rafael Cid Campo, have participated in this meeting, which was held in a hybrid way (both in person and online).

After the usual welcome and introduction by the current president, Marta Žiaková, the meeting began with an update on the development and status of the second Topical Peer Review exercise (TPR-II) under the European Nuclear Safety Directive, which will focus on fire protection in nuclear facilities and which will take place between 2022 and 2024. In this introduction, the three information sheets on this second exercise have been discussed; the description of the TPR-II process, its performance and results, and an explanation of the selected topic.

Second Topical Peer Review

In this regard, Sylvie Cadet-Mercier, chair of the TPR-II Board, presented the progress report of this second topical peer review in which the appointment of team leaders and rapporteurs for the review process was proposed, among which there are Spanish technicians from the CSN.

Likewise, the working group on Nuclear Safety and International Cooperation (WG1) presented its activities related to the drafting of the Terms of Reference for the TPR-II and the report of the Western European Nuclear Regulators’ Association (WENRA) on the development of the TPR-II Technical Specifications. In addition, ENSREG's Transparency Group (WG3) -presented the stakeholder participation plan to achieve high awareness of the TPR-II.

Other topics of interest to ENSREG

Subsequently, review missions and the implementation of the National Action Plans following the Stress Tests, both within and outside the EU, were discussed, specifically the activities in the Czech Republic, Belarus, Hungary, Romania, Slovakia and Slovenia; with particular emphasis on the example of Turkey with the peer review of the national report on the stress tests of the Akkuyu nuclear power plant.

During the meeting, information was also exchanged on the progress made by the working groups in the areas of Nuclear Safety (WG1), Waste Management (WG2) and Transparency (WG3) non related to the TPR-II since the previous meeting, such as the update of the ENSREG Action Plan, the European Union program on the Integrated Regulatory Review System (IRRS) and the progress of the IRRS-ARTEMIS missions sub-working group (Integrated Review Service For Radioactive Waste and Spent Fuel, Management, Decommissioning and Remediation) carried out between working groups 1 and 2; and finally, the progress of the subgroup on Counterfeit, Fraudulent and Suspicious Items (CFSI).

Moreover, the meeting allowed the representatives of the nuclear regulatory authorities to discuss other topics of interest to the association, such as the studies underway and planned by the Commission, the seventh report of ENSREG to the Council of the EU and the European Parliament, the report of the Commission on Small Modular Reactors or the 6th ENSREG Conference.

ENSREG is a high-level advisory group created in 2007 at the request of the European Commission to raise recommendations to the Council of the European Union and the European Parliament on Nuclear Safety and Nuclear Waste Management. The CSN participates in its meetings as well as in ENSREG working groups dedicated to the areas of Nuclear Safety, Radioactive Waste and Spent Fuel Management, International Cooperation and Communication and Transparency of the regulatory body.
