Although the regulatory framework in matters of radiation protection in the European Union (EU) is restricted to the rules and regulations made by the European Commission (EC) (such as regulations and directives), in practice there are many different ways of applying the requirements set in the directives. Accordingly, in 2007 the Heads of the European Radiological Protection Competent Authorities  (HERCA), was created, an association whose main objective is to harmonise the practical application of European legislation in the different areas of interest related with radiation protection. The member states of the EU plus representatives from Norway, Switzerland and the European Commission itself participate in HERCA.

To accomplish this task, working groups are established to deal with radiation protection of exposed workers, the safety of sources of radiation, emergencies, activities related with radiation protection in medicine (for exposed workers and patients alike), activities related with radiation protection in industrial facilities and radiation protection training.
