Una delegación con los principales expertos internacionales que liderarán la misión combinada IRRS-ARTEMIS del Organismo Internacional de Energía Atómica (OIEA), se ha desplazado a Madrid para mantener una reunión con representantes del Consejo de Seguridad Nuclear (CSN), de los ministerios de Energía, Turismo y Agenda Digital (Minetad), y de Asuntos Exteriores y Cooperación (MAEC) y de la Empresa Nacional de Residuos Radiactivos (Enresa) durante los días 18 y 19 de abril.

La delegación ha estado compuesta por Victor McCree, director ejecutivo de operaciones del organismo regulador estadounidense (NRC, por sus siglas en inglés), el Dr. Carl-Magnus Larsson, director ejecutivo del organismo regulador australiano (ARPANSA, por sus siglas en inglés) y David Senior, jefe de revisiones interpares del OIEA.

El objeto de este encuentro ha sido continuar con las actividades preparatorias de la misión IRRS-ARTEMIS, que servirá para reforzar la infraestructura reguladora en materia de seguridad nuclear y protección radiológica, la gestión segura del combustible nuclear irradiado y de los residuos radiactivos de acuerdo con las obligaciones que emanan de las directivas comunitarias 2014/87/EURATOM and 2011/70/EURATOM.

En la primera jornada, el consejero Javier Dies, el secretario general Manuel Rodríguez, el director técnico de Seguridad Nuclear Antonio Munuera y la directora técnica María Fernanda Sánchez, se han desplazado a la central nuclear de Trillo (Guadalajara) junto con los representantes internacionales para realizar una visita técnica a las instalaciones.

Durante la visita, la delegación ha sido recibida por Eduardo Lasso, director general de Centrales Nucleares Almaraz-Trillo (CNAT), Aquilino Rodríguez, director de la central nuclear, Francisco López, representante de la junta de administradores del CNAT y Luis Soriano, director de ingeniería.

Además de la explicación general sobre el diseño de la planta, la visita ha incluido un recorrido por la central en el que la delegación ha podido observar los equipos FLEX (acrónimo Inglés que se emplea para definir  estrategias flexibles puestas en marcha post-Fukushima para proteger la central contra la pérdida prolongada de energía debido a sucesos que van más allá de la base de diseño), así como el Centro Alternativo de Gestión de Emergencias (CAGE), el edificio de turbinas, sala de control y el Almacén Temporal Individualizado (ATI).

En la agenda de la segunda jornada se incluye la puesta en común de las actividades preparatorias de la misión del próximo octubre, hasta ahora desarrolladas y el calendario de actividades a realizar de acuerdo con las distintas fases en las que se estructuran este tipo de misiones del OIEA, tras completar la fase de autoevaluación.

España ya se sometió a una misión IRRS en el año 2008 y en esta ocasión será el primer país en el que se realizarán las dos misiones, IRRS (Integrated Regulatory Review Service) y ARTEMIS (Integrated Review Service for Radioactive Waste and Spent Fuel Management, Decommissioning and Remediation), de manera conjunta, ambas diseñadas a nivel internacional para reforzar y mejorar la eficacia de marco regulador de los países anfitriones.

Spain and international delegation leading the peer review team of the IRRS-ARTEMIS hold ‘milestone’ meeting

Victor McCree, the Executive Director for Operations of the US Nuclear Regulatory Comission and Dr. Carl-Magnus Larsson, Chief Executive Officer of ARPANSA and the deputy Team Leader of the IRRS-ARTEMIS combined mission who will be leading the IAEA peer review to be performed in Spain in October 2018 together with David Senior, the IAEA Section Head of peer reviews visited Madrid to hold a meeting with Spanish representatives from the Nuclear Safety Council, MINETAD, MAEC and ENRESA on the 18^th and 19^th of April.

The objective of the meeting was to proceed with the preparatory activities of the IRRS-ARTEMIS Mission, which is aimed at  enhancing the regulatory infrastructure in matters of nuclear safety and radiation protection, the spent fuel and radwaste management according to the provisions of EU Directives 2014/87/EURATOM and 2011/70/EURATOM.

In the first day of the meeting, the Commissioner Javier Dies, the General Secretary Manuel Rodriguez, the Technical Director on Nuclear Safety Antonio Munuera and the Technical Director on Radiation Protection María Fernanda Sánchez visited Trillo NPP (Guadalajara) together with the IRRS-ARTEMIS Team Leaders to carry out a technical visit to the facility. During the visit, the delegation was welcomed by Eduardo Lasso, General Director of Centrales Nucleares Almaraz-Trillo, Aquilino Rodriguez, Director of Trillo NPP, Francisco López, representative of the board of administrators of these NPP and Luis Soriano, Director of Engineering. Besides the technical explanation on NPP design, the visit included a walkdown through the NPP that enabled the delegation to watch the post-Fukushima FLEX equipment, the Alternative Emergency Management Building (CAGE), the turbine hall, the batteries room, the diesel generators, the electrical room, the control room and the interim spent fuel storage facility (ATI).

The agenda of the second day includes the sharing of the preparatory activities for the mission that will take place the next October, carried out to date and the calendar of activities to be developed in accordance with the different phases in which this IAEA missions are structured, after completing the self-assessment phase.

Spain has already submitted to an IRRS mission in 2008 and this time it will be the first country in which the two missions will be carried out, IRRS (Integrated Regulatory Review Service) and ARTEMIS (Integrated Review Service for Radioactive Waste and Spent Fuel Management, Decommissioning and Remediation), jointly, both designed at the international level to reinforce and improve the effectiveness of the regulatory framework of the host countries.
