CSN addresses the challenges posed by emerging technologies to enhance regulation at the 70th IAEA General Conference

The President of the Spanish regulator introduces the Dosi-app emergency application and takes part in INRA and FORO meetings.

The Spanish delegation joins their international counterparts in examining future challenges, including artificial intelligence and global radiological safety.

A delegation from the Spanish Nuclear Safety Council (CSN), led by its president, Juan Carlos Lentijo, is taking part in the 70th General Conference of the International Atomic Energy Agency (IAEA), which began yesterday in Vienna and will conclude next Friday. This international meeting is the leading multilateral forum dedicated to international cooperation in the fields of nuclear safety, radiation protection and the peaceful uses of nuclear energy, bringing together approximately 3,700 participants.

The event opened with a keynote speech by the IAEA Director General, Rafael Mariano Grossi. In his speech, he highlighted the contribution of nuclear technology to improve health, with particular emphasis on the fight against cancer. Grossi drew attention to initiatives such as Rays of Hope, which aims to expand access to radiological medicine and radiotherapy, as well as the support programmes the Agency runs across Africa. He also highlighted other projects, such as NUTEC Plastics, which focuses on tackling plastic pollution through the use of nuclear technologies. In addition, he stressed the importance of continuing to promote education, innovation and greater women participation in the nuclear sector through programmes such as the Marie Sklodowska-Curie and Lise Meitner scholarship programmes.

Within the framework of the conference, the CSN´s president took part in the 58th meeting of the International Nuclear Regulators Association (INRA), a forum that brings together the heads of the world's most experienced nuclear regulators to exchange experiences and discuss regulatory practices. At this meeting, organised by the United States Nuclear Regulatory Commission (NRC), the participants addressed issues relating to regulatory effectiveness and initiated a strategic discussion on the future of the association in light of the sector’s emerging challenges and the approach of its 30th anniversary.

Throughout the day, the CSN delegation is maintaining an intensive work agenda aimed at strengthening collaboration with counterpart regulatory authorities, European institutions, and international organizations. Key engagements include bilateral meetings with representatives from Kazakhstan’s regulatory authority and with the European Commission’s new Director-General for Energy, Céline Gauer, as well as participation in a range of technical events focusing on new technologies, radiological protection and regulatory frameworks for emerging technologies.

The agenda also includes the participation of CSN´s president Juan Carlos Lentijo in an event organised by the Portuguese Environment Agency (APA, by its acronym in Portuguese) on digital tools to support regulatory functions. During this session, the Dosi-app application, developed by the CSN to monitor the radiation doses received by personnel involved in nuclear and radiological emergencies, will be presented.

The CSN delegation is composed of its president Juan Carlos Lentijo, vice-President Pilar Lucio, commissioner Francisco Castejón, and other technical representatives of the organisation. Over the coming days, they will take part in bilateral meetings, international forums and side events organised by the IAEA, the European Commission and regulatory authorities from different countries.

Commissioner Castejón is attending today the event organised by the European Commission (EC) on the regulatory framework for fusion. The EC, through the European Nuclear Safety Regulators Group (ENSREG), initiated a process to develop a regulatory framework for the future deployment of fusion reactors in the Member States, with the aim of advancing the harmonisation of regulation in this field.

The CSN’s attendance at the IAEA General Conference demonstrates the Spanish regulator’s commitment to the continuous improvement of nuclear safety and radiation protection, and to the exchange of knowledge and best practices at an international level.

The Ibero-American FORO

The head of the CSN's International Relations, Alfredo de los Reyes, participated yesterday in the plenary meeting of the Ibero-American Forum of Radiological and Nuclear Regulatory Agencies (FORO). Proposed projects included conducting audits in the clinical fields, establishing competencies for regulatory personnel regarding physical security, and exchanging experiences on resident inspection. Furthermore, the participants discussed the advisability of promoting future initiatives related to radon management, Small Modular Reactors (SMRs), the application of artificial intelligence in regulatory activities, environmental radiological monitoring, and radioactive waste management.

FORO’s activities will continue on Wednesday with a side event focused on safety culture in the healthcare sector, with the participation of Pilar Lucio, the CSN’s vice-president and CSN representative within the association.
